HOPES OF AN AMICABLE SETTLEMENT. SPEECH OF MR. W. H. SMITH [PRESS ASSOCIATION.] London, October 9. The Right Hon. W. H. Smith, Firsl Lord of the Treasury, speaking at Gloucester, expressed the opinion that after the Presidential election America would conclude a just treaty with Canada relative to the fisheries question.
