[press association.] MUTINY AT DELAGOA BAY. London, August 30. A mutiny has occurred among the Portuguese troops stationed at Lorenzo Marquez, Delagoa Bay, South Africa. Marines have been landed from the war ships to restore order, and a conflict is expected. The British Consul has been requested to send for a man-of-war to protect the English residents. THE SUGAR QUESTION. London, August 31. ( Great Britain agrees not to impose differential duties in favour of sugar imported from the colonies. The sugar bounty agreement will come into operation in September, 1891, when raw and relined sugar, molasses, and glucose from the bounty countries will be excluded by the signatory Powers. Any of the rowers signing the agreement will be allowed to withdraw on giving twelve months' notice of its intended secession, and it is intended to appoint an international committee to see that the terms of the treaty are executed by all. The agreement will be ratified in August, 1890. The Austrian Government have signed the agreement subject to the whole of the important producing countries adhering to the terms. Denmark and Sweden are not bound to exclude bounty sugar. London, September 1. The British Colonial Anti - bounty Society cordially aproves of the agreement arrived at by the Sugar Bounty Convention, but regrets the delay in bringing the treaty into operation. Paris, August 30. France retains the option of signing the Sugar Bounties Convention within six months. THE GERMAN EMPEROR. Rome, August 30. The Emperor William visits this city on October 6. WRECKS AND LOSS OF LIFE. Capetown, August 31. A severe gale has been experienced in Algoa Bay, and seven vessels were driven ashore, and became total wrecks. Great loss of life is reported. THE AUSTRALIAN SQUADRON. Capetown, September 1. H.M.s. Royalist, now attached to the Cape and West African squadron, will sail for Australia on the 4th instant to join the Australian squadron.
