CLEVELAND'S MESSAGE.
POLICY OF RETALIATION CONFIRMED. NATIONAL SPIRIT IN CANADA[press association.] Washington, August 31. The sub-committee appointed by Congress to consider President Cleveland's message brought up their report today, in which they recommend that the policy of retaliation as promulgated by him should be pursued. Washington, September 1. Mr. T. F. Bayard, Secretary of State for the United States, has directed that British vessels engaged in sealing in the Behring Sea, shall be allowed to carry on operations without beingmolested. Ottawa, August 31. The Hon. J. S. D. Thompson, Minister of Justice, declares that President Cleveland's message to the American Congress is evoking a national spirit in Canada, producing magnificent results. Ottawa, September 1. Mr. J. S. D. Thompson, Minister of Justice in the Government of the Dominion, asserts that the United States Government are required to give two years' notice before they can suspend the existing treaty.
