THE PARNELL INQUIRY.

[PEESS ASSOCIATION.] London, August 8. On the motion to report the Parnell Commission Bill, Mr. Matthews moved for the insertion of clauses giving power to order the arrest of witnesses who might neglect the summons to attend, or who might refuse to give evidence. These clauses were adopted ; but motions made by several Parnellites with a view to limiting the inquiry were rejected. The debate has been adjourned. In the House of Commons to-day, Mr. Parnell's amendment to the Commission Bill, making it a penal offence for witnesses to observe reticence at the enquiry, was withdrawn on tbe Government assuring the House that witnesses would be compelled to disclose all the information they possessed. A motion by Mr. Labouchere to exclude the Times from the provisions of tit indemnity clauses if the charges wer proved to be libels, was defeated. Tit Commission were authorised to mak progress reports.
