COMMENTS OF THE TIMES. MR. CHAMBERLAIN AND THE PARTY. THE COMMISSION BILL CARRIED [press association.] London, August 2. In the House of Commons Mr. Labouchere moved that an article in the Times charging the Parnellites with mendacity is a breach of privilege. The motion was opposed by Mr. Goschen and Mr. Gladstone, and after soma discussion was withdrawn. Mr. O'Hea, M.P. for Donegal West, confirms Mr. Camberlain's version of the parleying with Mr. Parnell. In the House of Commons, during th*. discussion on the Commission Bill, Mr Goschen admitted that the Times comments charging the Parnellites with mendacity were culpable, but moved that the House should proceed with the business of the day, which was carried. He moved that the cloture be introduced on the Bill. London, August 3. In the House of Commons Mr. Labouchere's amendment to the Commission Bill, directing that the Commission should first inquire into the authenticity of the letters, was rejected by 78. Mr. Healy's amendment, "That the Commission should draw up a separate report respecting each accused," was also negatived by 82. In concluding the debate, Mr. Parnell said he approached this inquiry with a I rankline sense of injustice, but his party would emerge triumphant. The Bill was agreed to without division, and will be reported on Monday. Mr. Goschen's motion for the introduction of the cloture on the Commission Bill was carried by a majority of 52. Mr. Labouchere advised Mr. Parnell to repudiate the inquiry, and sue the Times for the charges made against him. The Irish party withdrew from the Chamber before the motion to reporf progress was put.
