SPECIAL SETTLEMENTS.
I [BY TELEGRAPH.—OWN CORRESPONDENT,) Wellington, Saturday. A legal question of some nicety has arisen out of the relation of the Government to the special settlements. The right of the Government to make a road through to placea is not questioned, but in doing this it is found that settlers have had to provide an extra quautity of fenoing. It revives the consideration of the old questions of " fencing in" and "fencing out." A settler in the North Wellington district has raised the question, which I believe has been referred to the law officer—whethor euch settler is entitled to compensation for each extra fencing.
