It is expected there will be a large withdrawal of gold to North America owing to a panic on the New York Stock Exchange. LONDON COMMERCIAL NEWS. London, December 16. Consols to-day are quoted at 100J, a decline of \ per cent. The market rate of discount is ii per cent., or f per cent, below the bank rate. The total reserve of notes and bullion in the Bank of England is £11,600,000, a decrease of £1,000,000 during the week. The proportion of reserve to liabilities is 43 per cent. New Zealand securities and colonial breadstuff's and tallow remain at last quotatioos.
