DECENTRALISATION IN VICTORIA.

» Tub Victorian Decentralisation League in Victoria have adopted the following programme : — 1. That all County Court Judges reside within the bailiwick over which they exercise their functions ; alto the sheriff. 2. That an cquitablo scheme of distributing the charitable vote be formulated, 80 as to dlvostthc same of Government patronage. 6. That the erection of railw»y workshops for the country districts, provided for by the loan, bo at once proceeded with. 7. That a scheme be at once formulated for the bettor conservation of timber and the plantation of tew forests under the control of Boards appointed by local bodies, with funds placed at their disposal for the purpose. . 9. Kqual facilities in the shape of excursion trains at cheap fares to be afforded to the residents of the metropolitan district an are now enjoyed by residents in the country. 10. 'J hat in any amendment of the Electoral Bill which may take place, ho increase in the nurnbei of members shall be made, but the seats redistributed, 11. That by legislation and departmental arrangements local government powers bo increased end extended.
