MINISTERS AND THE NEW LOAN.
[B* telegraph.—own correspondent.] Wellington, Monday. It appears to bo now generally understood that there is a decided difference botween the borrowing policy of Sir Julius Vogel and several important members of the Cabinet. The Premier, the Hon. Mr. Larnach, the Hon. Mr. Tole, and the Hon. Mr. Ballance are said to favour a modified plan, limited as to amounts by the necessity for completing unfinished public works, the sum required for each work to be specified and the loan itself "ear-marked" so far as to prevent any portion of it being applied to " general purposes."
