THE COLONIES AND THE EN ABLING BILL.
[REUTER'S tele grim.) Melbourne, August 8. • Mr. Service's reply to Sir Alexander Stuart's communication, intimating the inability of New South Wales to join any federal body constituted under the recently passed Enabling Bill, has been made public. Mr. Service hopes that with further consideration the colony of New South Wales will find no reason for standing aloof from an intercolonial federation. Mr. Service has requested Mr. Griffith, Premier of Queensland, to draft a memorandum to be submitted to the various colonies embodying their acceptance of the provisions of the Federal Council Bill, and Mr. Griffith has consented to accede to his request. London, August 9. The Federation Enabling Bill has passed the House of Lords. In reference to this measure the Spectator expresses an opinion that the action of New South Wales is crossgrained, and also refers to their action as the dog-in-the-manager.
