Lord Derby, in his despatch on the annexation question, claims that the interests o£ other countries form a serious impediment to complete jurisj diction over the Western Pacific and. the Savage. He states that there is no evidence to show that the colonies had sufficiently considered the responsibility attached, to the annexation of these islands.
