Marquis llartington, Secretary of State for India, addressed a crowded meeting at Blackburn, Lancashire, this evening. In the course of his speech he alluded at length to the present state of affairs in Ireland. He regrettr-d that the situation in that country caused the utmost anxiety, and was calculated to inspire the greatest disappointment and dissatisfaction. Agrarian outrages are alarmingly rife, and the exorci.so of the rights of property is fraught with difficulty and danger. His Lordship added that the situation was receiving the earnest attention of the Government, who would continue to act with unswerving firmness and inexhaustible patience. The decision of the Government to place Bosnia under the Austrian system of military service has caused great discontent among the Bosnians, especially on the part of those resident in the district of Oattaro, on the Montenegrin frontier. The inhabitants of that district have risen in arms against the Austrian authorities, and severe fighting has already taken pb.ee between the insurgents and the Austrian troops despatched to Cattaro. At the wool auction to-day, 7600 bales were offered, and a firm and active demand was again experienced.
