A large majority of the Upper House are adverse to counsel's opinion that tho Government Reform Bill, having failed to obtain a two-thirds majority in the Assembly, a3 prescribed by the Constitution, should not be sent to the Legislative Council, but is defunct. MR. BERRY AND THE ASSEMBLY. Melbourne, December 9. The speeches of Mr. Berry indicate his intention to accept the defeat in the Assembly, and then appeal to the country. DISSOLUTION OF PARLIAMENT. Melbourne, December 9. Mr. Berry stated in the Assembly that the Ministry had recommended the Governor to dissolve Parliament, aud that the Marquis of 2formanby had accepted the recommendation unconditionally, and would grant a dissolution before Christmas.
