I read the words as above with surprise. I now write simply to ask ;
Is it not wholly unconstitutional ? and, farther, is not the thing, or such a. thing, unprecedented ? Only tiny matters of general politics are commonly considered "open questions." Cabinets have very often had internecine differences issuing in individual resignations—like as Derby the other day—very often indeed; but Crown Ministers never did dare venture to appear before any Parliament with any avowed internal dissent about momentous matters. Never ! Oh ! no ; .'always a happy family, you know ! Now, sir. concerning this affair, will you please enlighten as cannibal-island denizens, for I, for one, cannot make it olearout. —I am, &c, W.
