The Turkish newspapers of Constantinople state that the Sultan, in order the better to make himself personally acquainted with the progress of events both at home and abroad, has just established a_ special department in the palace charged with the translation of all important documents bearing upon the home proceedings o£ the Government and its relations with the foreign Powers. Kamal Bey, one of the members of the Council, with a staff of translators and clerks, has been placed at the head of this new department.
