"THE TOOLS TO THOSE WHO CAN USE THEM."
To the Editor of the Herald, j® Sir, —In yours of Monday last yon say or e quote the above words and remark, "If 10 these be words of wisdom to Victoria they apply with equal force in our own case, and are worth remembering." That the tools '• are in the hands of those who do not know how to use them, I refer your readers to the r London Tim** of Monday, October 19, IS7-4. 11 On the sewage question it states that an 1 "M. D." very justly complains of the im- ' perfect exclusion of sewer gas from houses." lie is evidently one of those who are at- " tempting to use tools he docs not understand, nor the perplexities that surround the "huge mistake of sending all kinds of c refuse into one common sewer." " Deadlock" is but a soft term for the state, the B sewage question is now in. Another writer 2 in the same paper calls attention to the banks of lilthy stud' quietly forming in the J river at Crossness and Harking, for the " benefit of the London doctors. Mr. Moule ? says, in ctl'eot, that the " tools" are in the wrong hands, the earth-closet would not re- : quire the engineering of sewage drains, tall ' chimneys as ventilators, lime-kilns as puri- ' tiers, &c. Sir, is the present state of Auck- ' land what it ought to be, under the very ! costly, double system —water and earth? Are the tools in the hands-of those who ! know how to use them ?—1 am, &c., J. B, Strange.
