MEXICO.
According to a New Tork York telegram, accounts from Mexico, dated the 13th April, confirm the statement that the Emperor Maximilian has offered to surrender upon certain conditions, but that Juarez demands an unconditional surrender. A telegram dated April 22, through the Atlantic cable, says " A proposal introduced in the Senate, for tho mediation of the United States government in the affairs of Mexico, has been deferred until, next session." Another telegram, through the cable, this morning states that information had reached New York on April 24 from Mexico that the Republican General Porfirio Diaz had captured Puebla and executed all the officers of the garrison. The ruthless gcneraL then proceeded against Vera Cruz.—Jlomc IVcws, Vpril 26.
