PROVINCIAL COUNCIL.
Tite Council sat yesterday at the usual hour. In reply to a question by Mr. J. the Provincial Secretary said it wag not the intention of the Government to bring down a new Appropriation Bill this session. On the motion of Mr. Morrow, seconded by Mr. Stark, the address in reply to His Honor's speech was agreed to without amendment or addition. The debate upon the proposed alteration s in the Waste Lands Act. was postponed till this day. 3he discussion upon the question of dry docks in the Auckland harbour, was postponed on the application of the Provincial Secretary. Captain Cooper moved his resolution in favor of " responsible Government," which, after a long discussion, was carried by a majority of 17 to G. The Provincial Secretary caused to be laid on the table papers upon the proposal for dry docks, being the report of the Engineer-in-Chief; also a correspondence relating to the lease to Mr. Jno. M cLeod of the Kawakawa coal fields, Bay of Islands; also the report of the visiting justices as to the state of the Mount Eden A full report of the proceedings, copies of reports and papers, &c., will be found in another column. The Council adjourned at a quarter past nine o'clock.
