COMPENSATION TO OUTSETTLERS. One of the earliest steps to be taken by tlie Provincial Council on its being called together, will bo tlie consideration of the means by which the compensation to settlers in the Province, for losses sustained during the late war, enn be paid. To ofler tlir unfortunate sufferers laud as compensation, is to give that which to them is • comparatively valueless, considering that already j they have land, but want means to work it. On the other hand, the Province has no funds available from which the claimant could bo paid in money. This is however just a difficulty which will draw forth the ability of a first-class Superintendent and a Council suck as the present one. Under these circumstances, we need not point out \vhat appears the most advisable course. We need only suggest the desirability of making the settlement as speedy j and effective as possible.
