The Premier and other Ministers of the Provisional' Government, after a visit to the Russian Headquarters to discuss the provisioning, of 'flic armies, announce that the position generally lias improved. The armies arc now well supplied with provisions, the unrest sown in tlie lirst stage of the revolution lias completely disappeared, the lighting spirit is daily improving, discipline is excellent, and thq enemy is quite ready to encounter the enemy. •M, KormlolT, commanding the troops at Petrograd, has issued a proclamation calling on the people to return <IO,OOO rides and i) 0,000 revolvers taken from the military stores during the revolution.
In ' connection with the opening of the liberty loan, the Government's appeal points out that the enemy aims to restore the old regime; therefore it is the duty of the Russians to subscribe and thus ensure victory and safeguard the new libcrtv.
