Hobast, August 25. The Titsmanian Parliament was opened by his Excellency the Governor to-day.
London, August 25. In tbe Houc3 of Commons last night, Sir Jamea Fergusson, Undersecretary for Foreign Affairs, in reply to a question, seated that the English and Russian Governments bad agreed to the dispersion of the Afghan Frontier Commission, the two Governments having arranged for the settlement of the question of the delimitation of tbe frontier by direct negotiations.
