MERCHANT NAVY OFFICERS
London, August 2. —“ Shipowners by agreeing to the proposals to reduce the gross earnings of masters and officers succeeded in doing something which the German navy and air force failed to achieve—they instilled fear into the hearts of the Merchant Navy that there would be a repetition of what was experienced between 1919 and 1939.” This was stated by Captain W. H. Combs in his presidential address to the Merchant Navy Officers’ Federation. He added that shipmasters and officers during the war put the country first and did not think in terms of money, but they had been shocked by the shipowners’ proposals so speedily after the defeat of Germany.
