London, August 2. —“ Shipowners by agreeing to the proposals to reduce the gross earnings of masters and officers succeeded in doing something which the German navy and air force failed to achieve—they instilled fear into the hearts of the Merchant Navy that there would be a repetition of what was experienced between 1919 and 1939.” This was stated by Captain W.
