Voluntary contribution is no longer enough as west and north-west Germany are now war zones like any other war front. The bitter consequences of R.A.F. damage are undeniable and forcing us to consider the air war with realistic seriousness.” Bormann added that promises to the population for coming revenge would not solve the problem.
