JAPAN’S DEMAND Ol RUSSIA London, April 27. j Berlin radio quoting the Japanese i newspaper ‘‘Nichi Nichi Shimbun” says: * “Japan must demand that the Soviet Ambassador, who went back to Moscow three months ago, return immediately or that the Soviet appoint a new Ambassador. The Soviet, to maintain its neutrality according to the RussoJapanese neutrality pact, must pursue a more active policy, and therefore the presence of its Ambassador in Tokio is absolutely necessary."—P.A.
