NON-AGGRESSION OFFER BY RUMANIA BUCHAREST, 2flth August. It is officially stated that Hungary refused to sign the non-aggression pact offered by Rumania earlier in the week. j RIGHTS OF MINORITIES ! (Received 28th August. 9.0 a.m.) LONDON, 27th August The Budapest correspondent of the Associated Press of Great Britain says it is officially announced that the Government countered the refusal of a nonaggression pact with Rumania with the proposal of a treaty guaranteeing the rights of minorities. SWISS EXPORT BAN BERNE, 26th August. The Government has prohibited the exoprtation of vital foodstuffs, metal*, textiles, and benzine. PROHIBITION ON EXPORTS (Received 28th August, 11.30 a m.) STOCKHOLM. 27th August. The Swedish Government prohibited the export of coffee and tea and other consumable supplies, also cattle, pigs, theep. copper, tin, lead and zinc. (Received 28th August, 11.30 a.m.) COPENHAGEN. 27th August. The Ministry of Agriculture prohibited the export of rye, wheat, barley, oats and maize.
