SERVICES OFFERED TO DEMOCRACIES MANIFESTO OF LOYALTY EVACUATION OF PARIS CONTINUING (Received 28th August, noon) LONDON, 27th August. "The Times" Paris representative says it is believed France has now three million men under arms. All aeroplanes are forbidden in an eastward line from Calais, Paris, and Marseilles. The evacuation of Paris is continuing. Many Italian residents are offering their services to France. A Riviera organisation representing thousands of Italians issued a manifesto of loyalty to France and willingness to fight for the democracies. A corresponding organisation at Lille invited members to volunteer for the army.
