SWIFT ACTION URGED BY PRESIDENT INDIRECT WARNING TO DICTATORS (Received 13th April, 9.0 a.m.) WASHINGTON. 12th April President Roosevelt, at a Press conference to-day, urged swift Congressional action to pave the way for the barter plan.
lie made it plain that his words at Warm Springs yesterday constituted an indirect warning to the dictators that they must reckon with the moral, if not physical force of the United States in any war which they may wage against the democracies.
