PUPPET REGIME IN CHINA
PLANS BY JAPAN FAILURE TO FIND A LEADER lU.P.A.-By Electric Telegraph-Coptright] (Received 20th January, 9 a.m.) PEKIN, 25th January A three-day conference of six representatives of the Pekin and Nanking puppet Governments and 20 Japanese observers adjourned yesterday after failing to establish a united Japanese controlled administration. The greatest difficulty lies in finding a Chinese leader of sufficiently high standing willing to head a Government. The conference. however, agreed to increase the cotton and coal production of north China to meet Japan’s needs.
