U.S.A. NEUTRALITY ACT
PLAN TO AMEND POWERFUL DIPLOMATIC WEAPON BEARING ON DEFENCE PROGRAMME (U.P.A.— By Electric Telegraph—Copyright' (Received 29th November. 1.30 p.m.) WASHINGTON, 28th November. A United Press exclusive copyright despatch from Washington states that a plan to amend the United States Neutrality Act, enabling the President to apply an embargo on any nation he deemed an aggressor, is being prepared for presentation to President Roosevelt. The amendment is aimed to transform the law into one of the most powerful diplomatic weapons in existence. It is understood that Canada would be included among the list of American nations to which the Act does not now apply, the whole concept being to strengthen President Roosevelt’s programme for the defence of the Western Hemisphere. Congressional action for a re-amendment is expected.
