PLANNING TO SEIZE RUTHENIA

TROOPS MASSED ON BORDER GERMAN OPPOSITION TO BE WITHDRAWN ON CONDITIONS , [U.P.A.- By Electric Telegra pb—Copy right 1 1 (Received 25th November. 1C.40 am.) LONDON, 24th November. “The Evening Standard” say* that Poland in conjunction with Hungary is planning to seize the remnant of Kulhenia and has massed seven divisions on the Rutheni&n border with 40,000 more Polish troops on the Rumanian frontier to prevent Rumania assisting Czechoslovakia. Germany, which hitherto opposed the plan, has now informed Budapest and Warsaw that the objections would be withdrawn if, in the first place, Danzig were freed from League control, becoming in effect a German city; and secondly, that the Germans be granted concessions to build a railway and trunk road to the Rumanian frontier. Rumania is anxious to preserve the Munich boundaries, and has warned Britain and France of the plan. The situation is being discussed at the Paris conference. Meanwhile conditions in Ruthenia 1 are reported to be chaotic owing to the activities of bands of Hungarian anH Polish irregulars.
