Mr Herbert Hoover, a former President of the United States. w r ho return- J cd from Europe recommended that the Neutrality Law be repealed. He said: “President Roosevelt has been given authority to determine America’s relationship with warring nations. ‘‘The idea of maintaining peace by economic force is dead. I have the impression that the present rearmament is more likely to mean readjustment of the balance of power in Europe than anything else. The spirit I found after visiting fourteen countries, is one of defence rather than offence.”
