SWEDISH MINISTERS PLANS NOVEL FEATURES IN BUDGET [United Press Association—By Electric Telegraph—Copyright) (Received 13th January. 10.45 a.m.) LONDON. 12th January. “The Times” Stockholm correspondent states that the Swedish Minister of Finance. M. Wigfoss, announced that he is preparing plans for capital investment in the event of a new depression. The Budget contains certain novel features It is divided into two sections The first will be financed from taxes and other regular sources of income. The second is a capital Budget. There is also a Budget regulation fund designed to rtbsorb the surplus of the good years to (rover the losses in the bad years. A surplus of a million sterling will be paid into the fund Thu King’s speech at the opening o 1 Parliament did not provide for increased taxation despite heavily increased expenditure. The King declared that Sweden was still prosperous, and there was no reason to fear a change unless external influences were too strong.
