The President of the Board of Trade announced in the House of Commons the decision to create throughout Britain a “shadow” organisation of each local authority, as during the period of food control in the Great War. The decision is part of the plans in preparation against emergency. The scheme provides that Britain, excluding London and the home counties, j shall be divided into fifteen divisions-*-eight in England, two in Wales, and five in Scotland—one for each of which a divisional food officer has been appointed. In addition, a chief divisional food officer will at an early date approach the local authorities concerned and discuss arrangements for setting up a proposed “shadow” organisation in the area.
