COLLAPSE OF GRANDSTAND
GERMAN OFFICIALS CHARGED (United Press Association— Hy Electric Telegraph—Oop.vrightl BERLIN. 14th November. For the lirst time it is revealed since the grandstand, at Cologne collapsed in September that one person was killed and 40 were injured. Three officials responsible for the erection of the grandstand were arrested on a charge of manslaughter. A grandstand on which 5000 persons including high-placed diplomats, were watching a 'military parade in Cologne, collapsed without warning in September. The first report of it stated thU many were injured, mostly with broken legs and arms. The parade was suspended while troops went to the rescue of the victims.
