MINIMUM CONDITIONS
NO PEACE UNTIL GRANTED CHIANG KAI-SHEK’S TERMS (Received 19th October, 10.15 a.m.) SHANGHAI, 18th October. The Chinese spokesman declared that General Chiang Kai-shek's minimum conditions alone enable peace. General Chiang Kai-shek’s minimum conditions are as follows: — (1) Any settlement must not infringe China’s territorial integrity and sovereign rights. (2) Alteration of the status of the Hopei-Chahar Political Council cannot be allowed. (3) Removal by outside pressure of local officials appointed by the Central Government, such as the chairman of the Hopei-Chahar Political Council cannot be allowed. (4) China cannot allow any restriction of the position held by the Twentyninth Army.
