INTERNATIONAL COMMITTEES BUTTER SCHEME RECOMMENDED (United Press Association—Bv Electric. Telegraph—Copyright) LONDON, Oth April. The International Tin Committee decided to recommend signatory Governments to accent the proposal to create a buffer scheme on the 20th January at the earliest, hut a communique states that acceptance of the schem e does not imply a decision in favour of continuance of control when the present agreement expires.
