Mr Pirow, in moving the second reading of the Constitutional Bill, said that the constitutional position of the South Africa Act, even : f the Statute of Westminster was included, was not affected. Certain doubts were removed which might spare much future trouble. He would move an amendment entrenching on the Governor-General’s right to dismiss Ministers. Soutli Africa enjoyed the greatest possible amount of self-govern-ment to' which any nation could lay claim.
