PAN=AMERICAN CONFERENCE % A CONVENTION SIGNED (United Press Association—By Electrio Telegraph—Copyright) (Received 22nd December, 8.40 a.m.) fi MONTEVIDEO, 21st December. Tlie United States delegation to the Pan-American Conference, after earlier declining, today announced it would sign a convention granting equal nationality rights to women, subject to approval of Congress, apparently assuring uniform action throughout the Western Hemisphere. The United States National Women’s Party had vigorously protested to President Roosevelt against American failure to participate ju what is described as the “first treaty ill history to grant and guarantee equality to women in any department of life.”
