SLOW PROGRESS WITH SCRUTINY (United Press Association—By Electric Telegraph—Copyright) MADRID, 28th November. The country is still waiting impatiently for complete returns in the elections’. The scrutiny proceeds slowly in the various districts. Only 303 deputies out of a total of 473 have yet been proclaimed. / Second elections are being Held on the 3rd December in about 16 districts for the return of 95 deputies, because the top candidates failed to got 40 per cent of the total votes cast.
