MILITARY CONTROL (United Press Association—By Electric Telegraph—Copyright) ' KOBE, 17th June. The Government to-day is confirming' a plan to appoint a 'Japanese general officer commander-in-chief exercising authority over tho governor in the leased territory of South Manchuria, railway administration, and the consul-gen-eral of Mukden, thus bringing the entire Manchurian relations under military control.
