SIGH OF RELIEF ROUND TABLE CONFERENCE (Received 4th March, 10 a.m.) SHANGHAI, 3rd March. The city breathed a sigh of relief over the cessation of hostilities Months of war have cost thousands in killed and wounded and an enormous loss of Chinese and foreign property. The outcome oi' the round table conference depends on whether the Japanese undertake the withdrawal of troops from the Shanghai area. A Tokio message released here states that the withdrawal of Japanese troops will take place in three stages. Meantime the Japanese forces continue to maintain peace and order where they are situated. The Shanghai municipal police have resumed duly in the city. It is semi-offioially reported that the round table conference will consist, of the Japanese Minister, Mr Sliigemilsu, Admiral Nomura, Major-General Tasliiro and Mr Matsuoka, a well known Japanese. China will be represented bv Dr. Wellington Koo, former Ambassador in London, and Mr Quotaicbi, former Commissioner of Foreign Affairs at Shanghai. British, French, American and Italian Ministers will also participate.
