CHINA’S APPEAL RELIANCE ON COVENANT GENEVA, 3rd March. Mr Sato informed M. Boncour that Japan’s conditions of peace were handed to Admiral Kelly, who summoned a conference aboard the flagship Kent. Mr Yen solemnly declared at the League Council that China cannot believe she blundered in relying on the Covenant, whose production cost ten million lives and was backed by fortyfive nations. If Japan is right militarism and brute force will resume sway, but if the new order is lo be preserved the hour has struck to defend it.
