EMERGENCY DECREE FOREIGN CURRENCIES REICHSBANK CONTROL (United Press Association—By Electric Telegraph—Copyright) BERLIN, 4th August. The latest emergency decree gives the Government Reichsbank almost complete control of dealings in foreign currencies for sums exceeding £l5O. It also prohibits the export of marks above that value. Tlie decree is regarded as signifying the virtual erection of an economic wall between Germany and tlv) rest of tlie world. The bank balances of foreigners are tied tip while German banks and industrial and commercial houses are unable to dispose of bank balances for foreign transactions. This threatens a far-reaching stoppage of business abroad. Tlie Reichsbank returns on 31st July are considered favourable. The additional note issue is below normal for tlie holiday period and tlie total currency of all kinds is below the corresponding period of last year.
