MANCHURIAN BORDER

(United Press Association—By Electric Telegraph—Copyright) (Received 23icl February, 8.35 a.m.) SHANGHAI, 22nd February. Anxiety is expressed in northern circles over large Soviet troop concentration on the Manchurian border. The intention is unknown, but observers believe it is an attempt to intimidate the Chinese Government when the Sino-Soviet Conference is resumed in Moscow. Negotiations for the conference are at present at a deadlock over the control of the Chinese Eastern Railway.
