FLEXIBLE PROVISIONS INOPERATIVE (Unitea Press Association—By Electric Telegraph—Copyright) WASHINGTON, 18th February. Mr Legge, discussing the Tariff Act, said that its flexible provisions were inqperalive on farm products and the investigations required would take too long to be of value. He added: “The world is in the gravest distress of any time in our lifetime. We won’t be increasing our propularity by an embargo. An embargo is not popular, but otltfr nations have resorted to such a measure.”
