It is understood that Mr MacDonald is shortly making changes in the Cabinet. Tho “Sunday Express” believes that Air J. H. Thomas will become Secretary of the Dominions and preside at the coming Imperial Conference, and a strong committee with Mr MacDonald as president, will be appointed to deal with imemployment.
