LIBERALS AND LABOUR PACT NEGOTIATIONS ELECTORAL REFORM A CONDITION ' (United Press Association—By Electric Telegraph- -Copyright) LONDON, 23th March. It is now admitted in Liberal quarters that negotiations arc proceeding with the Labourites with a view to cooperation, conditional on the passing of an Electoral Bill, under winch the Liberals will have a better chance of representation at Westminster. The result may extend the Labourites' period of office to two years, or even longer.
