LONDON, Bth August. ‘‘The Times” Washington correspondent reports that the State Department is credited with considerable embarrassment over Russian awl, Spanish offers to sign the Kellogg Pact. The official view is that there isliould he no addition to tho original li,st of fifteen Powers invited. If the Soviet, and Spain desire to sign they must enter as secondary and not original signatories. It is understood the German Foreign Office sounded the Uniled States Embassy at Berlin about including additional signatories, and that France is backing the Spanish offer. It is now suggested that the whole ceremony of signing should be entrusted to the French, who may invito whom they please.
