The Argentine delegation launched an attack, against intervention m the'affairsof Pan-American nations. 'This is considered to be a reference to Nicaragua,' and may frustrate efforts to modify PanAmerican international law, since it. is believed the United States MI not permit expression against intervention in the proposed code.'
