ABOLITION OF STATE MONOPOLY
IN FOREIGN TRADE

WARSAW, 4th February. The Soviet is about to abolish State monopoly in foreign trade and permit private concerns trtf import and export goods. This is regarded as a momentous decision amounting to the recantation of one of Lenin's cardinal doctrines.
If is recalled that Trotsky accused Stalinites of surrendering vital Communist principles. This was indignantly denied, but faced with a serious financial position, Stnlin has apparently surrendered to the inevitable.
